Education

He received a higher technical education in the specialty “Electrification and automation of mining operations”. Qualification – electrical engineer. In 2010, F.N. Bulatbayev defended his dissertation for the degree of Candidate of Technical Sciences in the specialty “Mining machines”. In 2021, he was awarded the academic title of associate professor in the specialty “Transport, mining and construction engineering”.

Work experience

From 1989 to 1999, he worked in a senior position at a coal industry enterprise. From 2002 to 2014, he worked as Deputy Dean of the Faculty of Distance Learning at KarSTU. From 2010 to the present time, he has been an associate professor of the Department of Energy (now “Energy Systems”). Since September 2015, he has held the position of Dean of the Faculty of Energy, Automation and Telecommunications of Karaganda Technical University named after Abylkas Saginov.

Professional skills and knowledge

He is actively engaged in scientific activities, participates in the performance of contractual works on the subject of “Revision, adjustment and improvement of operating modes of stationary equipment of drainage mines of Bogatyr Accesses Komir LLP”. In his scientific and pedagogical activities, he widely used methods of simulation of braking devices of mine lifting machines. Actively introduces innovative and information technologies into the educational process. Multimedia presentations and slide lectures have been developed for the courses of the subjects taught. As an expert, he participated in the work of the government commission investigating the causes of the explosion at the V.I.Lenin mine of JSC Mittal Steel Temirtau. Participated in the work of the NCAOKO expert group on specialized accreditation in six universities of the Republic of Kazakhstan. Currently, he teaches lecture courses for students of the specialties “Electric Power Engineering”, “Thermal Power Engineering”, “Radio Electronics and Telecommunications”. He is the scientific supervisor of students, undergraduates and doctoral students. According to the results of scientific activity, 25 intellectual property certificates and patents have been developed and registered in collaboration. Over the period of work, more than 150 scientific papers have been published, including in journals included in the Clarivate Analytics and Scopus databases. He is the developer of more than 40 electronic educational publications for students and undergraduates, various methodological guidelines and textbooks, 5 monographs, 3 textbooks, including 1 textbook with the stamp of the Ministry of Education and Science of the Republic of Kazakhstan. He has thanks from the rector of the Abylkas Saginov University and the Committee of the Trade Union of Education and Science Workers of the Karaganda region. The winner of the state grant “The best university teacher” of the Republic of Kazakhstan in 2016, was awarded the badge “Excellent student of mining science”, “Miner’s glory” of the 2nd and 3rd degrees. He was awarded the badge “Honored Power Engineer of the Republic of Kazakhstan”. In 2022 and 2023, he was awarded Letters of Thanks from the Ministry of Science and Higher Education of the Republic of Kazakhstan.

On 6.11.2024, he passed the competition for the position of Dean of the Faculty of Energy Automation and Telecommunications.
